The Tax Authorities & The Bookie: Horizontal Supervision

What is Horizontal Supervision (Horizontaal Toezicht)? 

We are recognized for Horizontal Supervision by the Dutch Tax Authorities (Belastingdienst).

Based on the quality of our tax returns and the volume of filings, part of the responsibility has been shifted to us as a financial service provider. This is because there are virtually no discrepancies, or any that do exist are negligible.

In horizontal supervision, collaboration is key.

What does it mean for customers of The Bookie?

It means a few things:

  1. One point of contact at the Dutch Tax Authorities for The Bookie (for all our clients), allowing us to consult in advance and avoid being passed from one department to another afterwards.
  2. The Dutch Tax Authorities issue assessments without an audit. This means that an assessment, which usually takes 3-4 months, can be issued within a month under horizontal supervision. In other words, you immediately know where you stand.
  3. Participation in horizontal supervision does not automatically mean that your tax return must align with the inspector’s position. Is there a disagreement between us and the Tax Authorities? We can still file the tax return according to our own position. If an inspector still deviates from the return, we can still object to the assessment. This is what we call "agree to disagree."

The interests of your business remain our priority, even under horizontal supervision. We are still allowed to pursue the most tax-beneficial route for you.

When can you, as a Bookie client, participate in horizontal supervision?

Horizontal supervision does not apply to all clients. We register them individually for different types of services, initially for Income Tax. Later, it can also apply to other filings and taxes.

Do you meet the following criteria? Then you can email us and give your consent to be registered for Horizontal Supervision. After your approval, we will consult with you to decide whether to sign you up immediately or if there are additional requirements.

  • A client of The Bookie for at least 1 year
  • All VAT returns for the tax year handled by us (submitted on time and according to our system)
  • Timely submission of VAT returns | by the 8th of every quarter
  • Timely submission of Income Tax returns | by October 31 of the year following the tax year
  • Completeness and quality of data for tax purposes in the relevant period
  • A professional working relationship that allows for horizontal supervision: VIA and communication through email
